The Russian government will consider the bill on waste management

The government of Russia at session on Thursday will consider a draft Federal law aimed at increasing competition in the field of waste management, reported the press service of the Cabinet of Ministers.

The document, in particular, is expected to create conditions for the procurement of works and services for implementation of engineering surveys, preparation of project documentation and construction of facilities for treatment, recycling, disposal of waste is exclusively on a competitive basis.

“According to article 5 of the Federal law of 24 June 1998 No. 89-FZ “On wastes of production and consumption”… the authority of the government of Russia in the field of waste management apply, including the approval of the list of organizations that are suppliers of works or services for carrying out engineering surveys, preparation of project documentation for construction of facilities used for processing, recycling, disposal of waste, construction and equipping of such facilities,” the document reads.

It is noted that the powers of the government of Russia on approval of the list of organizations is redundant. In this regard, the bill proposes to recognize the provision of the Federal law No. 89-FZ become invalid. In addition, the bill proposes to recognize the position of the Federal law No. 44-FZ become invalid, as it implies purchase from a single supplier, which is one of the cases of non-competitive procurement.

The bill was considered and approved October 3, 2016 meeting of the Commission of the RF government on legislative activities.
