The Commissioner for human rights in the Russian Federation Tatiana Moskalkova said about the need to urgently solve the problems of the treatment of HIV infection.

«The problem with timeliness of receipt of HIV-infected citizens of the antiviral therapy needs to be solved regardless of what the subject of the Russian Federation they are registered at the place of residence», — the report says Moskalkova published on the website of «Rossiyskaya Gazeta» on Tuesday.

According to her, in 2016, the Commissioner has repeatedly called HIV-positive citizens, working in Moscow with complaints on denial of registration to the medical records because of lack of registration in the capital at the place of residence.

«This kind of failure does not allow these citizens to receive timely life-saving drugs to slow the virus reproduction… So it is not only about the right to health, but also about the right to life,» said the Ombudsman, adding that HIV treatment is lifelong and continuous.

Earlier, Prime Minister Dmitry Medvedev signed the state strategy for combating the spread of HIV in Russia for the period up to 2020 and beyond. Implementation of the strategy must allow by 2020 to reduce new cases of HIV infection, to increase the population coverage medical examination on HIV-infection and antiretroviral therapy, to reduce the frequency of complications and death associated with HIV infection diseases (tuberculosis, hepatitis B and C infections) and AIDS.
