The Central election Commission of the Russian Federation promises after the fall elections to report to deputies about ready to publish lists of voters who will vote in precincts at the place of stay without the absentee ballots, subject to the requirements of the law on personal data.
On Friday, during consideration of the bills in the second reading head of the CEC of the Russian Federation Ella Pamfilova said that the Agency is working to prepare for the elections based on gas «Vybory» more information — not only the number of voters, but and other information in a truncated form without violating, however, the law on personal data.
«We will be ready to publish on our portal by each precinct election Commission a list of the core, where the permanently assigned voters will vote, a list of departing, wishing to vote at other polling stations, and the list probably arrived at this site,» she said.
The head of the CEC noted that the instruments will be tested in a single voting day on September 10.
«I believe that we in the regions will roll these mechanisms in the September campaign. And, probably, in the autumn we’ll report to you about our willingness to show how the lists will be published. But to print the names, we have no right, it will violate the law on personal data,» — said Pamfilova.
Senators Andrei Klishas and Anatoly Shirokov on 3 March submitted to the state Duma a package of bills aimed at increasing transparency of the elections of the President and other levels of government, liberalization of the approach to the appointment of observers and greater accessibility of polling stations. The bills were adopted in the first reading on 12 April. The second reading of the legislative initiative was substantially modified, in particular, more elaborate voting procedure for the actual location on election day instead of voting with absentee ballots.
