The average index of growth of tariffs for communal services in Chelyabinsk region from July 1, 2017 will not exceed 3,9% due to feed-in tariffs for thermal energy, in case of refusal of benefits economically justified growth of fees would have amounted to more than 8%, according to the website of the regional legislative Assembly.

In accordance with the orders of the Government of the Russian Federation for Chelyabinsk region is approved by the average index of change of size of payment of citizens for utilities from 1 July 2017 and 3.9%.

«In the southern Urals, established preferential tariffs for thermal energy for the population… Economically justified growth of fees in case of refusal from the establishment of feed-in tariffs would constitute more than 8%», — stated in the message.

For subsidies to heat suppliers for compensation for lost income arising from preferential tariffs in the regional budget for 2017 is provided 1.2 billion rubles.

The annual increase in prices (tariffs) of the supply systems is in accordance with the basic parameters of socio-economic development of the Russian Federation for the relevant year. In particular, the growth rate in the public sector is affected by such Federal growth of wholesale gas prices, unregulated prices on the wholesale electricity market, tariffs of electric grid companies.

Indices changes in utility payment by region for the years 2015-2018 are calculated according to the formula: inflation-adjusted factor determined taking into account the forecast of socio-economic development of the Russian Federation, «plus» value, which varies by constituent entities of the Russian Federation.
