Gas boilers at 42 MW will be built in Baltiysk of the Kaliningrad region in the course of the year, according to the website of the regional government.
New energy facilities will be built within the 20-year concession agreement signed between the local administration, LLC «MC «Gazenergostroy – Baltic» and the Ministry of construction and housing of the Kaliningrad region.
«Under the agreement, the validity of which 20 years, it is planned to build and operate two gas boilers, with a capacity of 12 MW and 30 MW during the year. In addition, it is planned to transfer gas and the operation of three boilers. The volume of investments will amount to 395 million rubles», — stated in the message.
In the regional Ministry of construction expects that the new heat sources of the population «will pay less for better service.»
The question of the conclusion of the concession for heat supply to the Baltic sea was raised a few years. Previous attempts to sign the agreement with the investor broke.
The concession agreement is a long-term lease contract with investment obligations. Municipality long term reports in service utility infrastructure to a private investor, who is obliged during the term of the concession agreement to reconstruct existing or build new facilities in previously agreed with the local authorities volumes. All reconstructed and newly built within the concession of the heat network will be the property of the municipality. For local authorities the transfer of public facilities in the concession allows to provide power supply of consumers and to reconstruct the objects without investment cost.
