The Federation Council ratified the Protocol on public procurement in the free trade zone of the CIS

The Federation Council ratified on Wednesday the Protocol between States parties to the Treaty on the free trade area of the CIS on the rules and procedures regulating public procurement.

The document establishes the regulatory principles and fundamental requirements in the field of public procurement on the territory of the States parties to the Treaty. Ratification and accession to the Protocol will contribute to expansion of economic cooperation in the CIS, noted in the international Committee of the Federation Council.

The Protocol provides for two stages of implementation. In the first stage, States parties must ensure that the transition to the electronic format of competitive procurement methods (including filing, summing up and conclusion of the procurement contract). The second phase involves the implementation of technologies that provide openness and transparency in procurement, the compatibility of the technological platforms in order to obtain States parties to the Protocol the technical possibility of participation in the procurement.

The implementation of the Protocol will enhance the efficiency and effectiveness of procurement for state and municipal needs, increasing competition in this field, to prevent abuses in the conduct of such procurement.
