A bill to regulate instant messengers included in the priority work of the state Duma and can be considered in first reading on 14 June, told RIA Novosti the head of the Duma Committee on information policy Leonid Levin.

On Wednesday, a group of deputies in the Duma introduced a bill on the regulation of messengers in Russia. He proposes «to carry out the user identification using a subscriber number, based on the agreement on identification, entered into by the organizer for instant messaging with the operator». In addition, the authors of the document lay on a messengers duty to ensure the transmission of electronic messages only to authenticated users.

«This law is a priority, and on first reading it could be considered on 14 June,» said Levin.

All prosegregation also noted that, together with the bill on the messengers will consider the initiative, introduced in the state Duma Federation Council speaker Valentina Matviyenko and aims to prevent illegal distribution of sim cards. «We will treat them together due to the fact that they solve some problems,» the MP added.

In turn, a source in the lower house of Parliament announced that the bill on messengers can be definitively adopted in three readings till the end of the spring session of the state Duma, that is till the end of July.
