You should split the categories of football fans enjoying the game, and «football hooligans» for which no matter what happens on the field, and important only in their own shenanigans, said the head of the presidential Council on human rights (HRC) Mikhail Fedotov.

On Saturday in Moscow held an extended meeting of the coordinating committees and heads of working groups of the German-Russian forum «Petersburg dialogue». «And we already have a fairly extensive practice of this kind of punishment. We used to have this, it is the result of our cooperation with other countries, which is also a problem surrounding football hooligans, I emphasize — not the ultras, not fans, and the bullies,» he stressed.
