The state Duma Committee on budget and taxes recommended the lower house of the Russian Parliament to support the first reading of a bill to provide from 1 January 2018 the tax benefits to the Fund of assistance to renovating housing in Moscow and the participants of the programme to demolish five-story building and resettling them in new homes.

On Thursday, the head of the Committee Andrey Makarov said that the document will be considered at the plenary session of the state Duma in the first reading on 19 July. In the document submitted to the state Duma Deputy Nikolai Gonchar (EP) States that benefits are provided to ensure effective use of budget funds and the additional tax burden on participants in the program of renovation of the housing stock in the capital of Russia.

The bill excludes from the number of payers of tax on profit of organizations assistance Fund renovation of the housing stock in Moscow and frees the operation of this Fund on realization of goods (works, services) and property rights from VAT. In addition, the income received by citizens in the property from the Fund in the form of immovable property are exempted from the tax to incomes of physical persons (NDFL).

These changes «will contribute to the effective implementation of a program of renovation of the housing stock in Moscow, as well as the protection of housing rights of citizens — participants of the program of renovation,» said Gonchar.

Earlier the mayor of Moscow Sergey Sobyanin at his official page «Vkontakte» asked the Duma deputies to support the law on tax incentives to citizens who will receive housing under the program of renovation. He noted that the authorities «must clearly and consistently, in accordance with the instructions of the President to fulfill the promises».

The renovation bill passed by the state Duma in the third reading on June 14 and signed by Russian President Vladimir Putin on 1 July. The program will include houses nine floors, built according to standard designs 1957-1968 years. Also, the list may be included «apartment buildings of the first period of industrial housing, similar in characteristics of constructive elements of apartment buildings».

Previously, the government of Moscow summed up the results of voting of citizens on the portal «Active citizen» and centres on the inclusion of the houses from the provisional list to the renovation programme. According to the municipality, for inclusion in the program said residents 4079 homes (90%). Mayor Sergei Sobyanin said that the implementation of the rights of Muscovites will not be infringed and they have received new apartments will be between 25-35% of its market value more expensive than housing that is demolished.
