The Russian foreign Minister Sergei Lavrov on Monday in Minsk to take part in the meeting of the Council of foreign Ministers of the collective security Treaty organization (CSTO CFM).

The main topics of the talks will be international and regional security, combating the terrorist threat in the context of the situation in Afghanistan and the middle East. The meeting will be held amid renewed discussions about the possibility of sending a contingent of the CIS countries, most of whom are members of the CSTO, to Syria to joint monitoring in the zones of de-escalation. However, experts note that the question if and will be discussed, behind the scenes, and to concrete agreements at this stage will not.

Afghanistan, the middle East and common threats

Council meeting traditionally held in narrow and expanded formats. The Chairman of the current Ministerial Council is the Minister of foreign Affairs of Belarus Vladimir Makei the meeting will be the first for Yury Khachaturov, the post of Secretary General of the Organization.

As announced earlier, the Russian foreign Ministry that the forthcoming meeting of the foreign Ministers will discuss international and regional security, the situation in the adjacent to the zone of responsibility of the organization regions, as well as issues of combating international terrorism, extremism, including in the context of the situation in Afghanistan and the middle East.

According to official representative of Russian foreign Ministry Maria Zakharova, the meeting will also consider the interaction of member States in the international arena and adopt a plan of consultations on foreign policy, security and defense.

«In the agenda of the meeting included a number of documents concerning the further development of military-technical cooperation, the symbolism of the forces and means of the collective security system, improvement of the mechanism of formation work in certain areas of the CSTO activity,» said Zakharov on the briefing.

It is possible that the meeting will consider proposals of individual member countries of the organization for combating cybercrime and strengthening collective security measures in the information sphere.

CSTO was established on the basis of the Treaty on collective security signed on 15 may 1992 the member countries of the CIS. The members of the CSTO are Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan. Uzbekistan announced in late June 2012 that it was suspending its participation in the activities of the organization.

Beyond the official agenda

The current Council meeting will be held amid renewed discussions about the possibility of sending a contingent of the CIS countries, most of whom are members of the CSTO, to Syria to joint monitoring in the zones of de-escalation.

Public discussion of the possible participation of peacemakers of the CIS in the Syrian settlement began in June. Then the representative of the Turkish President Ibrahim Kalin said that the Russian side has put forward a proposal to send to areas of de-escalation in Syria the military of Kyrgyzstan and Kazakhstan. In Bishkek and Astana then stated that negotiations on this subject are not conducted.

Meanwhile, last week after the latest round of talks on Syria in Astana, the special envoy of the President of the Russian Federation Alexander Lavrentyev said that Moscow appealed to the CIS with the question about the possibility of sending a contingent to Syria to joint monitoring in the zones of de-escalation.

Parallel to the first Deputy Chairman of Committee of Federation Council on defense and security Franz Klintsevich has suggested that the military observers to work in the areas of de-escalation in Syria could be aimed within the CSTO. It is States that are part of this organization can be the first to respond to the Russian proposal, said RIA Novosti Senator. «I think that a special discussion of the question is clearly not prepared. So the maximum that can be expected, some backroom discussion. It is a sensitive issue. It is hardly possible to expect any crucial decisions. Think it doesn’t. You can discuss anything. Even if such a discussion will take place is likely to be preliminary and does not oblige,» — said the expert.

Kortunov noted that each state «its internal procedures that govern the possibility of using the armed forces outside the national territory».
