Prime Minister Dmitry Medvedev instructed the Ministry of Finance until September 25 to develop measures aimed at reducing the volume of public procurement from a single supplier, according to the list of instructions published on the website of the Cabinet of Ministers.

«The Ministry of Finance of Russia, FAS Russia, Russian Ministry of education, the Ministry of communications of Russia and Ministry of justice with participation of the expert Council under the government of the Russian Federation and interested Federal Executive authorities to submit proposals for: the development of measures aimed at reducing the volume of purchases by the state customers and organizations with state participation from a single supplier (contractor, executor)», — stated in the message.

Along with this they have been instructed to submit proposals on determining the relevance of procurement in R & d, and the prohibition of transfer to third parties of functions as enshrined in the powers of the Federal bodies of Executive power. It is noted that, if necessary, should be made to the government of the Russian Federation the drafts of the relevant acts.

Moreover, Medvedev instructed the mayor and the Minister for Open government Mikhail Abyzov until September 15 to consider the proposals which the law prescribes requirements for the organization and conduct of inspections of entrepreneurs every three years. This should include the choice of a scheduling inspections.

Also Ministry of economic development until 18 September to submit proposals on amendments to normative acts that establish a ban on re return of documents for obtaining state services on the grounds, which were not specified in the first return.

Ministry of labor before September must submit proposals to expand the list of measures on prevention and settlement of conflict of interests taken by the persons occupying the government positions, civil servants and employees of state-owned organizations.
