“We made a clear conclusion that public actions, the stated purpose of propaganda of nontraditional sexual relations, can not be agreed upon by the local authorities. Information that promotes unconventional sexual relationships are prohibited for distribution among children. But any public event is open and its participants might be, including a minor team,” said Utkin, whose words are reported.

According to him, before the decision “was carefully studied existing legislation in the sphere of protection of children from inappropriate content … they also analyzed the experience of consideration of similar notifications and judicial practice of other cities of Russia, held consultations with law enforcement and regulatory authorities, including with the Commissioner for human rights in Perm Krai”.
