The government of Russia at session on Thursday will discuss the interior Ministry prepared a bill on administrative responsibility for rough violation of rules of conduct spectators when conducting official sports competitions, said the press service of the Cabinet of Ministers.

“The bill proposes to establish administrative responsibility for rough violation of rules of conduct spectators when conducting official sports competitions and to determine what violations of rules of conduct spectators refer to the rough”, — stated in the message.

In addition, it is planned to increase the minimum penalty from 20 thousand to 40 thousand rubles, the maximum – from 25 thousand to 50 thousand rubles, and establishing the period of administrative arrest from 10 to 15 days for violation of the administrative ban on visiting of venues of official sports competitions in days of their carrying out. For foreign citizens and persons without citizenship it is proposed to set the penalty for a repeated or flagrant violation of rules of conduct in the form of administrative fines from 10 thousand to 20 thousand roubles with administrative exclusion for limits of Russia.

Currently, Russia is set administrative responsibility for violation of rules of conduct spectators when conducting official sports competitions. Analysis of law enforcement practice has shown that since the entry into force of this provision (20 January 2014) in 60 Russian regions in the period of sporting events is composed of more than two thousand administrative materials.

Thus, the main violations of rules of behavior were wymagania on the field, throwing items on the field, carrying and use of fireworks, swearing, being drunk, and others. Thus, according to the Russian government, by its actions, the offenders were a threat to their own safety, life, health, and spectators are at the venue of the official sports competitions.

In turn, in 2014 and 2015, the perpetrators were applied to different types of penalties: warning, administrative fine, administrative detention, mandatory work, and as additional punishments were imposed an administrative ban on visiting of venues of official sports competitions in days of their carrying out.

At the same time practice has shown that the established sanctions are having on offenders proper preventive action. In particular, in comparison with the 2014 year in 2015, noted the increase in the number of fireworks used during sporting competitions. Also increased the number of persons brought to administrative responsibility for being drunk in the competition venue, as well as for insulting others.

“The bill is aimed at strengthening the rule of law, public safety, and the formation of official sports competitions law-abiding behavior and responsibility”, — stated in the message.
