Mammadyarov discussed with the special representative of the OSCE meeting in Hamburg

Foreign Minister of Azerbaijan Elmar Mammadyarov said that they discussed on Friday with the special representative of the OSCE Chairman Andrzej Kasprzyk upcoming meeting of foreign Ministers of Azerbaijan and Armenia in Hamburg.

Earlier, the U.S. co-chair of the OSCE Minsk group James Warlick has announced the expected December meeting of foreign Ministers of Armenia and Azerbaijan in Hamburg on the sidelines of the OSCE Ministerial Council. Mammadyarov said that France had proposed the participation of foreign Ministers of the countries co-chairing Minsk group (MG) of OSCE at the meeting of 8 December in Hamburg. In the framework of the OSCE Minsk group since 1992 negotiations on peaceful settlement of the conflict in Karabakh.

“I discussed yesterday on the phone with Kasprzyk upcoming meeting in Hamburg. The Armenian side has not yet responded to the meeting proposal. This means that the Armenian side avoids talks,” Mammadyarov said at a press conference.

The conflict in Nagorno-Karabakh began in February 1988 when Nagorno-Karabakh Autonomous region (NKAR) announced their withdrawal from the Azerbaijani SSR. In September 1991, in the centre of Nagorno-Karabakh Stepanakert it has been declared creation of Nagorno-the Karabakh Republic (NKR). The Azerbaijani authorities during the subsequent military conflict have lost control over Nagorno-Karabakh.

Since 1992 negotiations on peaceful settlement of the conflict within OSCE Minsk group. Azerbaijan insists on maintaining its territorial integrity, Armenia protects interests of unrecognized Republic as Nagorno-Karabakh is not a party to the negotiations.
