Japan and Russia plan to establish an investment Fund with a capital of 100 billion yen (about $ 910 million) in 2017, said the Agency Kyodo.

According to the Agency, such plans are formed in both governments. Japan will be submitted to the government by the Japan Bank for international cooperation (JBIC), the part of Russia, the capital of the Fund will be provided by the Russian direct investment Fund on equal terms.

The main objectives of the new Fund will be investment in health and the creation of the urban environment, primarily in the far East. This will serve as incentive for Japanese companies to promote their business in Russia.

As expected, the agreement will be reached during the visit of Russian President Vladimir Putin to Japan on December 15-16. During the visit, expected to be signed about 30 documents.

The development of investment in the Russian health care involves the creation of rehabilitation centers and hospitals offer treatment of cancer and other diseases with the latest medicine and medical technology. Special attention will be given to the establishment of preventive medical institutions and children’s medical centers.

Development of the urban environment, the Fund will encourage measures to fight the traffic jams, waste recycling, the establishment of a system of the postal service.

In early September, on the sidelines of the Eastern economic forum in Vladivostok held three-hour talks between Putin and Prime Minister Shinzo Abe. One outcome of the meeting was the announcement of the timing of Putin’s visit to Japan, which will begin on December 15. This was a significant breakthrough in relations, given that the visit was postponed in 2014. After a meeting in Vladivostok, the leaders held talks on the sidelines of the APEC summit in Peru. In Vladivostok and in Lima the leaders paid great attention to the development of economic cooperation.

The Russian President’s visit will take place on 15 December in the city of Nagato, Yamaguchi Prefecture, which is the constituency of the Prime Minister of Japan Shinzo Abe, and also the birthplace of his ancestors. The next day, the talks will be held in Tokyo and are expected to be devoted mainly to economic cooperation.
