Deputy Prime Minister Olga Golodets ordered the creation of a plan to achieve absolute availability of all types of cultural services for the disabled. She also asked the Ministry of transport to check the availability of Russian airports for persons with disabilities and to encourage their leadership to rectify the problems.

“Let us agree to the Ministry of culture jointly with the Ministry and, together with the societies of the deaf and the blind spent the necessary conditions for cinema, television, and stage performances, and events as accessible as possible for disabled people”, — said Golodets at the meeting on the establishment of non-governmental organizations accessible environment for persons with disabilities and its improvement measures in 2017.

She explained that if any of the work “require significant investment and preparation, you can make a road map in which we will do absolutely all kinds of cultural services”.

“The sooner we do, the better,” said Deputy Prime Minister.

She also noted that the lack of subtitles in cinemas should be considered in the first place.

To study the issue – to formulate suggestions and to create a road map – departments have until 1 February.

The Minister also asked the transport Ministry to check the availability of Russian airports for persons with disabilities and to encourage their leadership to rectify the problems. According to the representative of airline “Aeroflot”, the study of airports subject to ground handling of passengers with some form of disability showed that more than 44 airports do not have the necessary equipment to serve people with disabilities.

The most problematic study calls the airports in Murmansk, Nizhnevartovsk, Novokuznetsk, Yuzhno-Sakhalinsk, Chelyabinsk, Barnaul, Syktyvkar.

“Let’s ask the Ministry of transport on their own first to check those airports that have been identified, contact the owners to bring them into order, and clear time – to allocate two months and submit the data,” said Golodets also ordered to check the functioning of services supporting people with disabilities in airports.
