The Commissioner for human rights in the Russian Federation Tatiana Moskalkova and the Deputy of the state Duma Pavel Krasheninnikov has acted in support of baby-boxes.

On Tuesday the state Duma held a «round table», which will discuss issues of development and regulation of the use of baby-boxes in Russia.

«Baby-boxes — a chance to keep the baby alive, not thrown, to maintain health and a chance to be in the future adopted,» — said Moskalkova reporters on Tuesday.

According to her, anything that can save a man’s life and can contribute to «minimize the harm associated with when a family or a mother abandons her child, has a right to exist».

The Deputy of the state Duma Pavel Krasheninnikov has also spoken in favour of baby boxes, but stressed that the system needs to regulate and control. «My personal attitude: if there are no baby boxes, there will be more abortions. It is impossible to ban abortion, and baby-boxes you want to allow. Another thing is that it is necessary to regulate and control… With restrictions possible for something to regulate, but not family relationships. This is my opinion as someone who has long been involved in family law and not as the Chairman of the Committee (on state construction and legislation)», — told reporters Krasheninnikov.

Baby box — a special place for the anonymous abandonment of a child. Russia’s first baby box was installed in 2011 in Sochi. As reported on the website of the Ministry of health of the Kuban, a month after its installation due to this equipment it has saved life of a newborn girl. Since 2012 in health facilities and religious organizations established a place for the anonymous abandonment of the child in Krasnodar, Perm, Kamchatka, Stavropol, Vladimir, Kaliningrad, Kursk, Leningrad, Moscow, Pskov and Sverdlovsk regions.

However, now in Russia there is a discussion on ban the baby boxes. This bill by Senator Elena Mizulina supported by the government. The Russian health Ministry is also in favour of the bill, believing that the risks in the case of baby-boxes outweigh the positive aspects. At the same time, according to a survey by the public opinion Foundation, more than half of Russians, members of the public and doctors oppose ban on baby boxes.
