The Governor of the Arkhangelsk region Igor Orlov asks senators to consider the possibility of adjusting the ratios of the budget expenditures on the social sphere of the Northern territories.

«Education in rural areas is often small schools, healthcare, small FAPs… I Guess not only in Arkhangelsk, but other Northern regions are faced with this problem. I consider it necessary to make adjustments to the used methods of regulation of budget expenditures on the social sector in remote areas,» said Orlov, speaking in the Federation Council.

In addition, he noted the issue of the attractiveness of work in the social sphere in villages and small towns and had proposed a stimulus package of support to secure experts in the village. Also a problem for the Northern territories of Russia, according to Orlov, are established requirements to equipment of new educational institutions.

«During the construction of new schools must take into account the peculiarities of the territory in the first place, in those cases, when it comes to the requirements list equipment which must be fitted with newly constructed buildings. You cannot use one yardstick to measure Moscow and the settlement of urdoma in Lensky district of our region. Part of this equipment it is simply impossible to engage in the educational process,» insists the eagles.

According to him, in addition to the construction of large social facilities, it is impossible to ignore the need for the construction of schools and regional hospitals, «especially because many of them are approaching a century anniversary». Orlov asked senators to support the allocation of funds from the Federal budget for the construction of hospitals in Vynohradiv and Plisetsky regions of the Arkhangelsk region.
