National biometric platform (NBP) integrate with the portal of public services, the banks will test it during the second half of 2017, reported the newspaper «Izvestia» Minister of communications and mass communications Nikolay Nikiforov.

According to Nikiforov, the main task of the platform is to enable users without a passport to commit legally significant operations. For example, to open a Bank account.

«Now try to complement the identity on the portal of biometrics. As we have no national electronic cards, we try to use modern technology of biometrics — voice, video of a human face. And a technological solution is. You will need only one time to go to the Bank or multi-purpose center. This is still being worked out, collect «pilot», to see how it will work. I think the second half of the year will be able to test», — the newspaper quoted Nikiforova.

Nikiforov also noted that the implementation of the NBP will broaden the range of complex legal services that you can provide online. First and foremost in this technology to interested banks that are able to identify the user using a smartphone camera.

According to «Izvestia», the platform is developing «Rostelecom». As told the head of the company Mikhail Oseevsky, the development is conducted jointly with the Central Bank and leading Russian commercial banks.

«It creates a prototype of this platform for use of a simplified form of subscriber identity. It is a digital image of a person. The platform may replace the passport to identify the person — where else, for example, in the election,» the newspaper quoted Tatarstan.

According to the newspaper, now the Ministry of communications is preparing a decree that will make it possible to use biometric data for identification.
