The state Duma Committee on family, women and children did not support the bill, which increases fines for train surfers falling (using nepasfaire area for to transport it), and sets an even higher monetary penalty to 5 thousand roubles or arrest for 15 days for Moscow and St. Petersburg.

The document was submitted to Parliament in March, the Moscow city Duma. The state Duma Committee on family, women and children is a co-executor of the bill.

«If you agree with the rule proposed by the Moscow city Duma will be a conflict in the application of existing Federal laws,» said Committee member Valentina Rudchenko, who spoke on the bill.

The draft law proposes to increase the penalties for boarding or alighting of citizens in the train or riding on steps, the roofs of cars or in others not adapted for passengers, with 100 to 1-2,5 thousand rubles.

For the same offense in the big cities of Federal value Moscow and St.-Petersburg in connection with the difficult transport system and a large danger to life and health of citizens, the developers of the bill propose to set a higher size of the penalty from 3 thousand to 4 thousand rubles, and for repeated offence — from 4 thousand to 5 thousand rubles or administrative arrest for up to 15 days.

For journey of citizens on the roofs of buses, trams, trolleybuses, or other not fit for passenger areas is proposed to punish citizens a fine in the amount from 1 thousand to 2 thousand rubles. If the offense is committed in Moscow or St. Petersburg, the penalty can be from 2 thousand to 3 thousand rubles, and for an offence committed repeatedly — from 3 thousand to 4 thousand rubles or administrative arrest for up to 15 days.
