The government supports a bill to strengthen responsibility for embezzlement from a Bank account or electronic money, according to the website of the Cabinet.

The bill proposes to establish in the criminal code responsibility for theft from Bank accounts and electronic money, as well as liability for fraud using electronic means of payment. Also, the project proposes to establish responsibility for fraudulent gathering of information constituting commercial, tax or banking secrecy.

«The government of the Russian Federation supports the bill subject to the observations of a technical nature», — stated in the message.

In February, the Deputy head of the main Directorate of security and information protection, Bank of Russia Artem Sychev said that last year, the activity of hackers against banks has increased dramatically. So, in early November 2016, five major Russian banks from the top 10 was subjected to a DDoS attack. In December, the FSB reported that it has received information about the preparation of foreign intelligence services in the period from December 5, a large-scale cyber attacks with the aim of destabilizing the Russian financial system, including the activities of a number of major Russian banks.

The first Deputy Chairman of Bank of Russia Georgy Luntovsky declared in February that the forecast of large-scale cyberattacks on the financial system of the Russian Federation, planned in late 2016, did not materialize, but the cyber threat is still relevant. According to him, the amount of unauthorized transactions using payment cards for 2016 decreased by 6% and amounted to 1.08 billion rubles.
