Energy fixes a high risk of accidents almost every third mine

High risk indicator accidents recorded on 20 of the 58 operating in Russia mines, companies intend to invest 44.1 billion rubles from 2016 to 2020 to improve work safety, said Russian energy Minister Alexander Novak during a personal reception of citizens.

«As of June 1, 2016, the number of operating coal mines that provide coal mining, was 58 technical units. From the number of operating mines to the number of dangerous sudden outbursts and sverhkategorijnye methane is related to 30 units, hazardous spontaneous combustion of coal is 32, dangerous mountain blows – 33, hazardous dust explosions – 54, hazardous breakthroughs water – 25», — said the Minister.

«On the basis of estimates of the coal companies and experts formulated a list of 20 mines that have high risk of accidents. These mines produced more than 34 million tons of coal per year (33% of the total production of all mines), they account for up to 50% of the total number of accidents and injuries in all mines,» added Novak.

According to the Minister, despite the fact that from 1990 to 2015, the number of operating mines in Russia decreased from 239 to 58, and specific injury rate from 2004 to 2015 decreased from 1.28 to 0.38 per 1 million tons of coal mined, the risks of major accidents with severe consequences remain at the enterprises is high.

The cost of security
«The implementation of measures to improve the safety of mining coal companies plan to spend 44.1 billion rubles in the period from 2016 to 2020 (2011-201 years, the coal company has spent for these purposes by 43.1 billion). However, if the owners decide to liquidate these enterprises, their cost will be, the Commission estimates, more than 53 billion rubles, which is more than twice the cost of measures for labor protection and industrial safety», – said Novak.

Assessment of safety of the enterprises is carried out by the Commission to identify mines at which coal mining is carried out in particularly hazardous geological conditions, the composition of which includes representatives of the Federal bodies of Executive power, coal mining, design and research organizations. The Commission was organized by order of the Prime Minister of Russia Dmitry Medvedev in 2016 after a major accident at the Severnaya mine in Vorkuta.

Since then, the Commission analyzed the situation on 83 coal mines of the Russian Federation, included into the state register of dangerous industrial objects of Rostekhnadzor.

In addition to the 58 working mines in Russia, seven of the mines are in the stage of conservation work on them is suspended for an indefinite period; in the case of legal entities owning 5 mines entered bankruptcy proceedings; 12 enterprises in Prokopevsk, Kisilevsky, Anzhero-Sudzhensk of the Kemerovo region is included in a comprehensive program of gradual liquidation of unprofitable mines and the resettlement of residents from pedrabotnik territories, said the press service of the Ministry of energy.
