Moscow’s Response

On Monday, the Russian foreign Ministry said, what will be Moscow’s response.

«We have the statement made that this provocative act of the Estonian authorities will not go unanswered. I can only reiterate that he will not remain unanswered. In relations between States is always the principle of reciprocity», — told reporters the first Deputy foreign Minister Vladimir Titov.

On Friday, the foreign Ministry called the decision of Tallinn «yet another unfriendly and unjustified act».

What are the options

The expulsion of diplomats from any country usually ends up similar measures. Moscow believes that such actions will be taken at this time.

So, on Friday, the head of the Federation Council Committee on international Affairs Konstantin Kosachev has urged Moscow to give a «mirror response» to the actions of Tallinn.

«Expulsion of Russian diplomats is the next step in the hostile policy of Estonia in relation to Russia. The point of this policy again and again to create stimuli and to provoke tensions, and then the response of Russia», — said the Senator.

According to him, this response represent as an expression of aggression and the confirmation of the threat, which in turn is used to «remind myself in the circles of NATO and the EU, to attract attention from US and gain more support — political, financial and military».

Kosachev expressed confidence that in this situation, Russia should «to respond adequately and mirror, not to give reasons for counter-accusations, but not to leave unanswered».

«To discourage the others», he concluded.

A similar position was taken and in the Public chamber. The Chairman of the Commission chamber for the development of public diplomacy and support of compatriots abroad Elena sutormina said that Tallinn has expelled Russian diplomats on the orders of the «American curators».

«The Estonian authorities, in deciding on the expulsion of Russian diplomats from the country, once again showed his lack of foresight and lack of independence. I don’t think they accepted it, it seems that instruction was given to the American curators, for whom such provocation — standard information mechanism, at least for the previous administration,» said stormin RIA Novosti.

«I am sure that Russia should respond to such attacks, and I think that the reaction of the Ministry of foreign Affairs will not keep itself waiting long», she added.

The procedure for expulsion of diplomats

The Vienna Convention on diplomatic relations of 1961 gives the receiving state at any time and without stating reasons — the right to declare any of the diplomatic staff persona non grata.

Diplomatic personnel are protected from criminal and civil and administrative responsibility. Although they are obliged to obey the laws of the host country, offenses did not warrant their arrest.

The status of persona non grata, which leads automatically to expulsion from the country, is the only mechanism to protect the host state from foreign diplomats.

The expulsion of diplomats is an extreme measure and is usually associated with suspected of espionage («activities incompatible with the status of a diplomat»). It can also serve as a symbolic sign of displeasure.

Recent high-profile diplomatic scandal with the expulsion of Russian diplomats occurred in the United States at the end of last year. Then the Obama administration ordered to leave the country immediately and 35 employees of the Embassy.
