The head of the presidential Council on human rights (HRC) Mikhail Fedotov said the need to amend the Code of administrative offences (Cao) of the introduction of the possibility of administrative Amnesty.

«We believe the right to Supplement the administrative code of special rules that will apply to various types of administrative Amnesty, as was done in the Criminal code today. I think that we will need to prepare the Board’s legislative initiative,» — said Fedotov at a press-conference on the initiative of the HRC.

The idea of the Amnesty for the 100th anniversary of the October revolution was expressed by the members of the HRC on Wednesday at a meeting with first Deputy head of presidential administration Sergey Kiriyenko. As said Fedotov RIA Novosti following the meeting, the defenders gave Kiriyenko corresponding concept note. The Chairman of the HRC said that the Council hopes to support this initiative the head of state, human rights activists are ready to prepare a draft resolution for inclusion in the state Duma propose first to extend the Amnesty also to administrative offenses.
