The state Duma adopted in the second reading amendments to the bill on the renovation involving the demolition of dilapidated five-story building in Moscow.

Moscow authorities on may 2 published a list of 4566 five-story building, which will vote on their inclusion in a program of renovation of housing. The list includes homes located in 85 districts of old Moscow and six settlements in the annexed territories. While 40 districts of old Moscow and 15 settlements new to the list are not included. In the final version of the program can enter a smaller number in Moscow, «Khrushchev» — it will include only those houses where the inhabitants of two thirds of the apartments will vote for the renovation. In forming the list takes into account technical condition of the house and the opinion of its inhabitants in a preliminary survey. Voting began on 14 may and will end on June 15.

Who can enter the program of renovations of

In the updated version of the bill a second reading, it is noted that the program will include houses nine floors, built according to standard designs 1957-1968 years. Also, the list may be included «apartment buildings of the first period of industrial housing, similar in characteristics of constructive elements of apartment buildings».

The amendments also established that the house can be included in the renovation programme, if the decision is voted by 2/3 of the owners, and in order to exit the program, the approval of 1/3 plus one vote of the homeowners.

Conditions renovation

Homeowners whose homes went into a program of renovation, will be able to get a choice of equal or equivalent apartments in the houses located in the same area of the capital. The new premises, under the amendments, will be provided with everything necessary, and their total area is not less than the total area of the vacated apartment with the same number of rooms and cost on average 35% more expensive than the previous housing.

If the owner wants to receive for renovation of shelter larger or with a large number of rooms is equal, he will be able to purchase it for a fee, including the expense of the parent capital and subsidies. The participants of the program to replace the old flats will be able to obtain monetary compensation.

In addition, it is clarified that the participants of the program of renovation «shall be exempt from payment of contributions for capital repairs from the date of exclusion of apartment buildings from the respective regional programmes of capital repair of common property in apartment houses».

The food also included in the program, amendments to the project will ensure the same conditions for repayment of a loan that was spelled out in their original contract.

Owners of non-residential premises

In the preparation of amendments to the bill on the renovation of the Moscow authorities took into account the interests of owners of non-residential premises. So they can get on choosing an equivalent room or a refund. In addition, it is noted that instead of the proposed premises should be in the area where was located the demolished house.

Non-residential premises is available outside the district if «the object of capital construction included in the list, is located in Zelenograd, or Trinity Novomoskovsk administrative districts of Moscow, in this case, the non-residential premises is within the boundaries of the administrative area in which the corresponding object included in the list».

Also outside the district may be granted premises with the written consent of the owner of nonresidential premises, located in the demolished house.
