The need for the adoption of the law on regulation of messengers in Russia due to terrorist threats and combating them, said to RIA Novosti, leading expert, Centre for the development of modern law Dmitry Morev.

A bill to regulate instant messengers on Wednesday in the first reading the state Duma is considering. It requires to identify users by phone number and to deny them the exchange of messages failure to comply with this condition. The messengers must enter into contracts with cellular operators to carry out such identification.

Also, messengers will be required to provide the ability for a user to unsubscribe from mass mailings.

«The bill is consistent with current risks»

«The law proposes primarily to identify users, but also imposes several other duties on administrators of messengers, including at the request of the authorized body on blocking illegal mailings. So the bill today must be seen as corresponding to the risks that exist today in connection with the rapid development of instant messengers, primarily associated with extremist and terrorist activities,» said Morev.

In addition, he said, the bill provides for the imposition of the messengers of the obligations on sending notifications of various emergency situations, as do mobile operators.

«The law in the public interest, I do not see any serious restrictions. In connection with the increased terrorist and extremist risks such a law is needed,» said Morev.

Answering the question about how the law can help fight terrorism, provided the illegal sale of sim cards at stations and in transitions, Morev said, «there are Always ways around things, but the legislator provides General ways of dealing with possible criminal violations in this field, and law enforcement agencies should conduct operational work to eliminate».

The expert admits that after the adoption of the bill a number of messengers may impose a fee to users.
