The head of the CEC of Russia, Ella Pamfilova said that Alexei Navalny has no chance to be registered as a candidate in the presidential elections due to his criminal record. She believes that this is understood and the opposition.

«He has positioned himself in a certain way, and I have it in this position as it positions itself, I don’t see it. I’m afraid to be incorrect, although I understand, and he knows it – that he had no chance to be registered for the elections because of his criminal record,» said Pamfilova in interview to TV channel «Rain».

On a question, whether it considers it fair, the CEC head said: «What is fair? It’s the law».

«This is consistent with Russian law. There are certain articles of the law, in the 55th article of the Constitution also said that may be limited by law Federal law, the constitutional court this situation was considered in 2013,» she explained.

«I don’t know — suddenly there will be some kind of miracle. For example, he would write the appeal… the fact that I generally prefer not to talk about Alexei Anatolievich Navalny, because for me it was kind of a sacred political cow, that better not to touch. Probably because he’s got some special privileged conditions,» she added.

The CEC head explained that in this case is from the standpoint of the official heading the Agency, which will register the candidates. «And I have no right to Express their opinion about potential candidates. Although he has almost no chance to register and there are now no candidates – no election campaign officially, and now do not know a single presidential candidate,» — said Pamfilova.

In may, CEC said that Navalny could not participate in elections as candidates, and to gain a passive electoral right, he needs to go to court, appeal against sentence, there is no other way. The Kirov regional court has previously confirmed a five-year suspended sentence Navalny on charges of embezzlement of more than 16 million rubles of the company «Kirovles». The first sentence, too, five years probation, was cancelled by the Supreme court of Russia after the Strasbourg court found violations of the rights of defendants at the trial.
