Industry permitted for Muslim products, Halal — is growing steadily. By 2020, its annual output can reach 1.6 trillion dollars (these data are presented at the ongoing world week Halal industry). And the large proportion of meat products.

Russia does not lag behind the mainstream and ready to sweep Halal food store shelves not only at home but also in the countries of the Islamic world. However, in the last three years — since that moment as we talk about it seriously in the press regularly appear very controversial development in this industry. That prevents Russian Halal to become a world leader and why it is still rarely found even in the shops inside the country — in the material RIA Novosti.

«A tiny amount»

Requirements for Halal — especially meat — rather tough. The animal at the time of slaughtering should be awake. He cut the carotid artery and let the blood, uttering the name of Allah.

That the slaughter was done correctly and Halal meat was stored, together with pork, keep the inspectors from the CA. The certificate gives producers the right to place on the packaging of the product logo Halal.

«Despite the crisis, the industry is developing and the number of enterprises applying for certificates, increases,» — said General Director of the International center of standardization and certification «Halal» (Mcsis) of the Council of Muftis of Russia (SMR), Aydar Gazizov.

According to him, the Russian export of Halal poultry for the years 2015-2016 has doubled: in 2015 it was 15 thousand tons, and a year — already 28 thousand. The meat is shipped to countries such as UAE, Jordan, Egypt, and Tanzania. Now we are working on the development of the Saudi market, as well as Malaysia and Indonesia. In the last two there are more than 230 million Muslims.

«More or less planned exports of Russian products is only about two years. Therefore, it is necessary to understand that the main players is the same Brazil that millions of tons of meat unloads. Our volume is minuscule compared to this. But at the same time we are competitive, it is unique. Logistics, quality and price satisfied our partners», — draws a mixed picture of Gazizov. A lot, according to him, played a collapse of the currency in 2014.
«The rules of Islam limit the market»

The Russian conquest of the Islamic market prevents another circumstance, which is a problem for all manufacturers. The fact that the criteria of halennest appeared many centuries ago, when the level of consumption was not even close to modern.

«The canons of Sharia assume that there is no electrical slaughter. They are impossible to make, if we are talking about large industries,» says head of strategic marketing Group of agroenterprises «Resurs» Valery Kaygorodov.

In compliance with the provisions of halennest performance is approximately 15% of normal. Therefore, according to Kaygorodova, this method of production — slaughter live can only afford small enterprises. «But they’re not strong exports. They have no Department of foreign economic activity, neither contractors nor customers abroad,» he explains.

In addition, the Halal standard requires that there be no feed of animal origin. But this said Kaigorodov, goes against the desire of enterprises to provide waste-free production cycle. And control over the observance of all rules are very strict

«For example, the Brazilians have supplied to middle East its Halal products, but as soon as the inspection has found that all «halennest» was only on paper the Arabs stopped the action certificate. And to continue to supply the Arab market Halal products, Brazilian manufacturers were forced to eliminate all the shortcomings,» — says the expert.

«The canons of Shariah artificially limit the offer, although the market is growing annually by 40%. Someone says it is lobbying the interests of a certain group of Arab producers,» he adds.

However, the question of the dominance of archaisms in the industry is still discussed. At the moment the CAS is revising the rules to reflect new requirements — Halal now is considered as a quality standard, not as a religious Canon.

«One of the new requirements for Halal is banned in our country is GMO. Therefore, we here compare favorably to manufacturers from Brazil or America» — encouraging Kaigorodov.
«Halennest meat — the 25th issue»

But the current strengthening of the ruble affects exports negatively, so the manufacturers switched to the domestic market and the CIS countries. Although there Halal can be found not in every store — that wouldn’t jibe with the fact that the number of Muslims in Russia is growing.

«First of all, the problem is the lack of clear rules of the game by certification bodies Halal. There is no single national Halal standard. This leads to the fact that manufacturers can not determine who has a more «correct» certificate and tighten with the decision», — draws the attention of the CMP adviser on Islamic Economics and Finance, Madina Kalimullina.

Another reason, according to her, that major campaigns no marketing strategies Halal direction. And small business «neither the marketing budget nor production capacity to supply the domestic market.»

However, the problem is not just producers but also consumers. Similarly, the industry of Halal food in the world is developing Islamic banking. But when the experts at various levels to discuss the implementation of such system in Russia, it is often put forward quite a reasonable argument: he is not in demand. Perhaps the same can be said about Halal food?

«We are not seeing not only Halal, but also some conventional «Orthodox» products. Still, our society is really secular, even with the visitors. Therefore, religious canons are observed only superficially, at the household level. Halal usually means nothing more than the fact that the proposed meat — not pork, and beef. And how it was scored — it is for most of the 25th issue,» suggests a member of the Expert Council for competition development under the Government of the Russian Federation, senior researcher of the Institute for applied economic research the Russian Academy of national economy Vadim Novikov.

«Popular not only among Muslims»

However, the Council of Muftis does not agree to the Halal in Russia are not in demand. On the contrary, I think there is, its popularity is growing steadily. And the undisputed leader in the consumption of such products is Moscow.

«Eating among the Muslims is very responsible. People can not pray or do not comply with other regulations, but the food, as far as I know, has always been a reverent attitude. Not less than 90% of Muslims do not use Halal products», — draws the attention of the first Deputy Chairman of CMP, Chairman of the Spiritual administration of Muslims of the Moscow region Rushan Abbyasov.

Of course, there is a difference between city dwellers and rural inhabitants, where, as noted by the mufti, the production of Halal food has become a «tradition, handed down from generation to generation.» Abbyasov recalls a time when the shelves of the capital’s shops and markets was not Halal meat, so the believers brought it from Tatar villages.

«But today Halal as an additional mark of quality is very popular with non-Muslims. Himself in the store have repeatedly seen how the presence of this marking affects the choice of the people», — says the mufti.
