Russian President Vladimir Putin submitted for ratification to the state Duma, the Council of Europe Convention on a common approach to security, protection and services during sports events and in particular at football matches, it follows from the document database of the lower house of Parliament.

As previously reported, at present the Convention has been signed by 23 States, ratified by Monaco and France. The Convention shall enter into force when three member of the Council of Europe will agree to be bound by its application.

The purpose of this Convention is the improvement of international cooperation in the field of safety of spectators during sports competitions, especially football matches, as well as reducing the probability of making citizens or groups of citizens acts of violence or organization of public disorder. Provides for the establishment of the Committee on safety and security at sport events.

For the implementation of the Convention in 2016 was made necessary changes in the legislation of the Russian Federation, adopted relevant regulatory legal acts. In 2015 the MIA of Russia established a national football information point.
