Claims to the European court of human rights is, but also the prospect of the idea of creating an alternative to it on the basis of the BRICS to evaluate before — yet it raises more questions than answers, the Director of the Moscow Bureau for human rights Alexander Brod, a part of the Council for human rights (HRC) under the President of the Russian Federation.

The public chamber of the Russian Federation plans to send the foreign Ministry’s proposal on creating alternatives to the ECHR on the basis of the BRICS (the Association consists of Brazil, Russia, India, China and South Africa), previously reported RIA Novosti the Chairman of Commission OP on development of public diplomacy, cultural cooperation and preservation of traditional values Elena sutormina.

Brod noted that the ideas expressed regularly over the last ten years, however further negotiations business is not. «Of course, there are claims to the European court of human rights. And we, as defenders, leading the monitoring of its activities, decisions, and came face to face with the political bias of this institution,» he told RIA Novosti.

The interviewee drew attention to the disparity between the ECHR and the BRICS countries. «The BRICS are five countries and the European court of human rights is the basis for the protection of human rights in the 47 member States of the Council of Europe, i.e. more geography… So even if the idea of the court will be discussed at the BRICS summit, it will be a limited number of citizens that can apply to this instance», — said Brod.

At the same time, open questions remain as professional and independent can be such a structure. «There is a danger that it will also opportunistic, politicized and dependent on the political will of these countries,» says Ford.

He noted that first it is necessary to familiarize with the proposals that social activists are planning to send the foreign Ministry. «Therefore, is to assess the initiative before — more questions than answers. In current conditions it is necessary to evaluate the decisions of the ECHR, in case of disagreement — to present their arguments,» he said.

In his opinion, in the current situation it is necessary to achieve transparency and objectivity in the work of the ECHR, using different venues and involving different institutions of the Council of Europe, in particular the Council on human rights, the Parliamentary Assembly, the Ombudsman, deputies of the European Parliament.
