Russian President Vladimir Putin on Thursday to discuss with government officials measures to protect the rights of participants of share building and the question of self-employed people, reported the press service of the Kremlin.

«The twenty-second of June Vladimir Putin will hold a regular meeting with members of the government of the Russian Federation. The main topics of the meeting will be to develop measures to protect the rights of citizens-participants of share building and the question of determining the legal status of self-employed citizens», — stated in the message.

It is noted that it will also consider the number of other current topics.

Compensation Fund

The state Duma on 14 June in plenary session adopted in first reading a bill on the peculiarities of forming the compensation Fund of shared construction in order to further protect the rights and legitimate interests of shareholders.

Earlier, during the consideration of the bill, the Chairman of the Duma Committee on natural resources, property and land relations Nikolay Nikolaev said that over the past three years defrauded real estate investors in the country were 16 thousand people, while the insurance company this type of insurance receive 18 billion rubles with zero payments.

Current legislation provides for the establishment of a special state compensation Fund formed by compulsory contributions of developers, the size of which cannot exceed 1% of the estimated cost of construction of an apartment building.

The bill introduced by the government of the Russian Federation, negate such ways of providing performance of obligations of the developer to transfer the dwelling to the holders, as the Bank guarantee and insurance of civil liability of the developer. Instead, mandatory contributions by developers of contributions to the compensation Fund created non-profit organization, whose founder is the Russian Federation.

While the compensation Fund will not be used for the solution of problems of citizens who have already concluded contracts equity (DDU). The Fund will not apply to those facilities that are problematic and will not solve the problems of those citizens who are already in the registry, explained earlier in Mindere.

According to the Ministry, there are 776 of these «problematic» objects.

In addition, the Russian government recommended to heads of regions to submit quarterly to the Ministry of construction to solve the problems of the affected holders.

Status of self-employed

Earlier it was reported that the Ministry of justice of Russia jointly with the Ministry of economic development, labour and social protection Ministry, the Finance Ministry and the Ombudsman under the RF President on protection of entrepreneurs ‘ rights were the legal status of self-employed people. Following the study the government has introduced a report with a proposal on the advisability of securing legislation defining criteria of the concept of «self-employed citizen.

According to the Ministry, currently in Russia a significant number of the economically active self-employed people who take on the risk of entrepreneurial activities (without the involvement of the employees) to provide services, perform work for individuals without registration as individual entrepreneurs (e.g., Tutors, nannies, nurses).

In this connection, the legislation should enshrine the notion of «selfemployed».

From 2017, the Russian Federation imposed a two-year tax breaks for self-employed people who will declare themselves to the tax authorities. The act applies to three categories of people: nurses and nannies, Tutors and maids. At the end of «tax holidays» in 2019, they will either terminate such activities or to register as individual entrepreneurs and pay taxes.

The authorities are also discussing the possibility of involvement of citizens in the system of social payments. The members of the Federation Council has prepared amendments to the Tax code, according to which proposed from 2019 to enter the patent for self-employed people who do not want to register as individual entrepreneurs. It is proposed to include insurance premiums.

Russian President Vladimir Putin, in turn, has charged to the government to regulate the legal status of self-employed people.
