Legislative Assembly (Parliament) of Thailand unanimously adopted Thursday a Law on the national strategy, binding all governments to administer the country in the next 20 years to sustain the policy reform produced the current leadership of the country, said on Thursday the Third national TV channel of Thailand.

The Committee on netstrategy as the body control

The law provides for the establishment of a special Committee on a national strategy, the head of which is the current Prime Minister and head of the military coup of 2014, General prayut Chan-OCHA. The Committee will include prominent military commanders, senior officials and designated authorities and business representatives and the public. The Committee will work with every government of Thailand in the next 20 years, and every five years carry out «verification of the implementation of the national strategy» assessing the work of governments towards the implementation of the 20-year programme.

At the same time, the Parliament adopted the law on the reform, under which will be established separate committees for the preparation of policy reforms, law enforcement and the economy, the report said.

Goal is national reconciliation and prosperity without populism

The reform plan and strategy for 20 years developed by the National Council for peace and order (NSMP), a supranational body with legislative and Executive functions, which were created by the military in day of the coup d’état on 22 may 2014. Then the Thai military overthrew the democratically elected government and came to power under slogans of national reconciliation after years of political conflict that caused unprecedented in the history of political division in Thai society and repeatedly provoking street clashes, the bloodshed and the paralysis of legitimately elected bodies of power.

Led NCMP was the leader of the military coup, the commander of land forces, General prayuth Chan-OCHA, who after the creation of the interim military Cabinet of the Prime Minister in this office. Thus the General Chan-OCHA has not left a post of the Chairman NSMP and remains in this post today. Part NCMP included the commanders of all branches of the armed forces and several senior civil servants. Solution NSMP was created by the Legislative Assembly (the interim Parliament), the members of which were appointed by the military and other authorities.

In NSMP cause political conflict 2005-2014 and the related problems is considered a populist policy of mass political parties that were in power in the country from 2000 to 2006, from 2007 to 2009, and then again from 2011 to 2014. In this regard, the military claimed that the country’s return to civilian elected government should occur only after political reform will be fully launched, and the legislation will be ready to resist the populism in all its forms. In accordance with the «road map for the restoration of democratic governance», developed NSMP, following the elections in Thailand will take place in the second half of 2018.

Prepared for adoption by Parliament the new laws on political parties and elections is made in such a way that the great mass of the party simply could not arise. Strategists NCMP suggest that if you have many small batches of a decisive parliamentary majority of one party will not arise, and Thai politics will return to the days when the country was ruled by coalition of many parties, linked not so much strategic, how tactical interests.

The economic aspect of the national strategy

Created so conditions will be able to ensure the continuity and sequence of long-term programmes, including in the sphere of economic infrastructure construction adopted by the military government in 2014-2017, experts say.

According to regional observers, the authorities are trying to provide in the next 20 years of continuity and consistency in the implementation of programmes such as the construction of high-speed Railways, upgrading of existing Railways and rolling stock, further modernization of ports in the country and related communications with Thailand ports of neighboring countries, particularly Myanmar, the acquisition for the naval forces of submarines, upgrade the helicopter fleet, a tank Park and armored ground forces. In most such programs the main partner of Thailand is China. Some programs related to the development of rail freight transport and supply helicopters, but in the long run tanks are designed according to the probability of partnership with Russia.
