The bill on sanctions against Russia, approved by the U.S. Senate last week, made in violation of procedural rules, said Wednesday to journalists the member of the house of representatives Kevin McCarthy.

«The problem is that the Senate blundered,» said McCarthy.

As noted, in this regard, the news Agency Associated Press, the issue is that, according to the U.S. Constitution, all legislative acts related to the revenues of the state, initially should be considered in the house of representatives. In this case, the bill was first considered in the Senate, and only then was sent to the house of representatives.

As noted by McCarthy, the Senate can «fix» its bill, or the house of representatives may write your own paper on sanctions and review it. However, the legislator has not provided any timeframe when this might happen, and did not specify exactly what items the present document has led to the emergence of the problem.

The U.S. Senate by 98 votes to two approved last week new sanctions against Russia and Iran. Sanctions against Russia were «sewn» to the bill on Iran in the form of the amendment to expedite their passage and hinder the potential failure of trump to sign the bill. The package of sanctions being considered by the house of representatives.

The bill proposes to reduce the maximum term of market financing of Russian banks under sanctions, up to 14 days, of the companies subjected to the oil and gas sector — up to 30 days.

The document also suggests that the President may impose sanctions on persons intending to invest in the construction of Russian export pipelines over $ 5 million a year or $ 1 million lump sum, or provide the projects, services, technology, to provide information support.

The US «will continue to oppose construction of the pipeline «Nord stream-2″, taking into consideration its detrimental impact on the energy security of the European Union and the development of the gas market in Central and Eastern Europe and the energy reform in Ukraine», reads the text of the bill.

Secretary Rex Tillerson last week said that the envisaged bill to codify the sanctions will deprive the administration of flexibility in the diplomatic approach to Moscow. Similar is the position taken by the previous administration of Barack Obama, despite the fact that Obama was the initiator of introduction of sanctions.
