Trading network find various ways to circumvent enshrined in the law on trade limit the amount of remuneration paid by the suppliers of goods, for example, by expanding the types of penalties for suppliers, said the Deputy head of the Ministry of agriculture of the Russian Federation Yevgeny Nepoklonov.

«Today, according to unions, retailers, agricultural producers, the procedure of renewal of contracts and agreements completed. This network is seeking mechanisms and workarounds, which provide for the payment of remuneration restrictions,» said Nepoklonov at the meeting of the working group in the state Duma.

He gave several examples of such mechanisms. «It’s a financial burden to the provider in the form of expanding the list of penalties, increasing their size. For example, higher fines for undelivered products with 5% to 15%, setting penalties for late delivery of food commodities for a few minutes from your scheduled arrival in a trade network», — gave the example of the Deputy Minister.

The second way to increase the value of previously rendered commercial networking services. These can be logistics services. The third mechanism is the requirement of trade networks during the negotiation process to provide discounts ranging from 10% to 30%.

«The fourth is the introduction of unjustified refusals from the previously confirmed quantities of the product, which leads to additional costs for the return, unpacking and re-packing. These problems in the renegotiation of contracts was expressed earlier industrial unions and associations, currently remain relevant,» he said.

He identified four main groups of problems in the interaction of manufacturers with trading networks — fines, bonuses and discounts, as well as carrying out trade networks random audits of suppliers. «If all of these four areas relate to the situation in a number of aspects not just remained as he was before, but even worse,» said the Deputy Minister. «We are ready to send the findings to the Ministry of agriculture, including the Prosecutor General», — said Vice-speaker of the state Duma Irina Yarovaya.
