The state Duma at plenary session on Friday has approved in the first reading the bill «About carrying out experiment on the development of a resort infrastructure in the Republic of Crimea, Altai Krai, Krasnodar Krai and Stavropol Krai» introduced by the government of the Russian Federation.

The document envisages holding in 2018-2022 years of the experiment on the introduction of fees for the use of resort infrastructure (resort fee) in the Crimea, Altai, Krasnodar and Stavropol territories. Each of these regions will be able to create a Fund for the development of resort infrastructure, which funds can be directed only to the financing of works on designing, construction, reconstruction, maintenance, improvement and repair of the facilities of such infrastructure.

The experiment is justified by the need for preservation, restoration and development of resorts of formation of uniform tourist space and the creation of favourable conditions for sustainable development of tourism. Taking into account characteristics of the Russian resort and tourist spheres in the experiment is supposed to test various mechanisms in the resort fee. The results of these experiments can be decided on its expansion to the entire territory of Russia or the refusal from their implementation.

The resort fee, according to the bill, cannot be more than 100 rubles per day of actual stay at the property. It can be differentiated depending on seasonality, time of stay of the taxpayer in the property values of the resort, the location of territories of municipal formations within the territory of the experiment. Specific fee rates will be set by the law of the corresponding subject of the Russian Federation.

The government estimates that the total additional revenues in the period from 2018 to 2022 in the Stavropol region will exceed 2.02 billion rubles, in the Krasnodar region — 8.3 billion rubles, in the Republic of Crimea — 16.4 billion. The projected income from the introduction of a resort fee was calculated on the basis of the total tourist flow (except for privileged categories of citizens, and considering a 5 percent annual growth), the average number of days spent by citizens on the territory of resorts (14 days), rate resort fee is 50 rubles per day.

The comments of the relevant continent

Despite the support of the bill, the budget Committee said it would need substantial revision for the second reading. And to take the law needs until the end of the spring session, so the experiment began in 2018, said the head of the Committee Andrei Makarov. However, he said that it is «illiterate bill,» but the deputies are now forced to accept it, because the issue that is raised is important. «We understand the importance of this issue for the country», — assured the head of the Duma Committee.

In conclusion, the budget Committee on the bill, in particular, stated that from his text it is impossible to understand whether local authorities the opportunity to refuse the experiment. And provisions relating to budget legislation, «cannot be the subject of the bill under consideration, therefore requiring amendments to the Budget code». In addition, there remain risks associated with a reduction or redistribution of tourist flow during the implementation of the proposed bill regulations.

In preparation for the second reading the budget Committee intends to further discuss the limit value for the resort fee and to work on a special account of the tax potential of constituent entities of the Russian Federation on the resort fee for the distribution of grants for alignment of budgetary security of regions. It is also planned to discuss issues concerning the responsibility of the resort fee payers who do not fulfill their obligations, and to consider various proposals for its improvement, including the proposal of the Committee of the Federation Council to shorten the duration of the experiment from five to two years.
