Former Advisor to Gorbachev and Yeltsin saw no stagnation in the President’s team

The former presidential adviser, former chief of Protocol of the President of the USSR Mikhail Gorbachev and Russian President Boris Yeltsin Vladimir Shevchenko did not agree that the current team of the head of state is conservative.

As said Shevchenko in an interview to the Latvian radio Baltkom, in some countries the President changes more often, but it is unlikely they win something.

«After 2000 years there have been personnel stabilization, and many believe that this stagnation, but personally, I think the opposite – this is a great opportunity to reveal himself to each team member (President). It is easiest to arrange a personnel reshuffle, but is it worth it? Because of the team of the President depends very much. The President’s men is a team of like – minded people, which decides which tasks will run, the head of state, and develops a certain direction, which can lead both forward and back,» he said.

The former adviser noted that one should not forget that the President should be standing their position to be elected for a second term.

«The big role the Board plays the President himself. The President is the man upon whose shoulders rests the full responsibility for the state and the institution of the presidency is built under the thinking, mentality and the will of the people… There are some countries where presidential power is changing more often than in Russia, but that they benefit from this, I can’t say,» said Shevchenko.

He also expressed the opinion that Russia’s right for a presidential form of government.

«I worked with the first and only President of the USSR and the first President of Russia. Then we started with a clean slate, but I can say for sure that the institution of presidency in Russia has taken place. In Russia was dominated by Imperial, king’s, then the party in power and when the time came to change something in a parliamentary Republic, but rather to introduce presidential rule, society was not ready. About Gorbachev difficult to speak, because with him I worked less than a year. But I note that the first President, the team changed very often, as for us everything was new and we were looking for the right direction. And if you take the Russian period, it is obvious that the power goes only forward. For Russia’s right for a presidential form of government,» — said Shevchenko.
