Center for digital economy of the Moscow state University will open in autumn 2017

Center for digital economy, Moscow state University, which will be the flagship for the creation in Russia of a new type of Economics, the digitalization of industry and training, as well as working on issues of cyber security, will open in autumn 2017, told RIA Novosti the supervisor of the centre, chair of the Department of information security, faculty of computational mathematics and Cybernetics, Moscow state University, Director, Federal research center «information and control», academician Igor Sokolov.

Earlier in January, the rector of the Moscow University Victor Sadovnichy the meeting of the Board of Trustees of Moscow state University announced that the University creates a national center for digital economy research and training. As pointed out by Sokolov, this initiative was supported by Russian President Vladimir Putin.

«The solution is, respectively, Monday, the 26th, I will embark on the formation of the centre as a structural unit, agreed the head of this centre. It will be Tatiana Ershova, I – supervisor, the administrative lead will not… I Hope that this complex bureaucratic stage we manage to pass, say, over the summer period,» — said Sokolov.

«Tatiana is a competent, well-known specialist. Suffice it to say that in her biography there is such a fact as the leadership of the Lenin library. And on Monday we start for those formal procedures that are necessary to the structural unit – that is, accounting, square footage, staffing,» he added.

The center itself, he said, will be directly placed in the housing Lomonosovskaya and in the new building of the faculty of global processes of Moscow state University.

«At least two points will be, and will continue to watch. And «Lomonosov» the case is very good, there is a supercomputer center, but for us it is tool number one, as you can guess. But we want not only to talk, we do, we will attract (professionals), I hope we will succeed. Because the center of it all-coordinating, such ideologically coordinating body,» he said.

Race create a new type of Economics

«I would start with that, of course, the term «digital economy» is not new. And many people understand by this term very different things. I personally believe that the most important is the universal deep penetration of computers in the economy, the economy in a broad sense, industrial production, agriculture, culture, sports, education, science – anything. In practice, this also means that if you go outside without a smartphone, you’re already not human. That’s what it means in practice», — said Sokolov.

He explained that today all companies are running a very large extent under the control of automated computer systems, even agriculture is heavily dependent on correctly designed technology, the timing, nature and amount of the fertilizers. In addition, with the advent of smartphones and personal human life became inextricably linked with computer technology.

As noted academician, in the depth of penetration of computers into life and reacted to the world community, Recalling that the President in December last year approved the strategy of scientific and technological development, in which task priority and challenge number one just named a figure. And in his address to the Federal Assembly, Putin said, and thus launched the creation of a new type of Economics – digital economy.

«That is December 1 we began a new race – the race of creating a new type of Economics, the digital economy. And it’s true. If we’re late it seems, we may be difficult to maintain the industrial, scientific sovereignty, but it raises the question about state sovereignty. It all really seriously,» said Sokolov.

The establishment of the centre

According to the academician, in Russia there are two sites, where at the highest scientific methodological level, it would be possible to tackle this problem – Russian Academy of Sciences and Moscow state University named after Lomonosov. In the end, was selected the University of Moscow in view of the fact that it is possible to solve the problems of training in the future and would create new tools, and on the other hand would be willing to use these tools. All of this requires a strong educational structure, which is generally accepted to MSU.

«That’s what led to the initiative, welcomed the initiative to establish national competence centre, followed by the rector’s order about the beginning of creation. And on the 19th of June, I at the academic Council of Moscow state University reported on the execution of this order,» — said Sokolov.

According to him, currently already created the interdepartmental coordination Council on the issues of the digital economy. By itself, the center, according to the academician, is just a dot, and the interdepartmental coordinating Council is a powerful institution, which must review and coordinate the activities of all departments of Moscow state University, in varying degrees, issues relating to the digital economy.

As explained Sokolov, the coordinating Board will engage in the use of research results and training in various fields for their consolidation, in order to solve specific problems posed by the new economy is and the formation of scientific and educational plans in order to more adequately respond to new challenges, as well as cooperation with other Russian and to a very large extent foreign institutions. The tool with which all these decisions of the interdepartmental coordinating Council will be organized, just needs to be a national centre of excellence.

According to him, the centre rises a complex problem. There are natural-scientific component, which involves the creation of a computer tool to control the production of drones and other automation equipment of industry and agriculture – to any institution, including institutions of science, sports and culture. And on the other side rises and socio-humanitarian problem.

«We are all now witnesses to what is happening in General with the mentality of the person when that’s the universal penetration of information technology – this social network is inextricably linked with the smartphone, and it is our openness in the media space of the Internet. All this affects, of course, we do already perceive the world and behave differently,» — said the academician.

According to him, in addition to positive aspects, there are also those that require a certain correction, as well as challenges which should be addressed.


As noted academician, the center will develop specific tools that will solve let private task, but one that will propel the country in this direction forward.

«As one example, our work at the Federal research center («Informatics and management» of wounds) to establish a management system and presentation of scientific services. In other words, we have created a system that enables collaboration of centers for collective use», — said Sokolov.

He explained that now any Russian scientist can remotely use the data center for their research on expensive and unique installations.

«We have created a data center, which is located here, and scientists now have the opportunity to see what are the services in the system of FANO, to select, to enter into a formal relationship with the Center for collective use, to conclude a Treaty to this service and process the result. Here is a typical example of digitalization», — he said.

«We certainly will not prepare students or bachelors or masters or PhD students. Our task is, first, to develop guidelines and training materials in order to adjust or create new training programs for faculties and other universities, because it is a very special set of competencies. This is not a traditional discipline, but they are necessary today», — said the scientist.

«And secondly, I plan that we will prepare already-educated people on the model of supplementary education. This is above the master and doctorate programs. A man has higher education, he took an mA and graduate school, but he needs to learn some new (competence)», — he added.

Sokolov explained that today science is in a colossal degree of uses the capabilities of computers. Therefore, future researchers should focus on the proper use of these opportunities provided by computer technology.

«Here is an example far from the economy – it is the sociologists. Now sociology is undergoing a root generally changes to take into account the emergence of new means of communication, communication, these social networks. Psychologists refer because the computer changes the psychology of man, and it should be studied. But to the psychologist the right tool», — said the academician.

School of computer science and cybersecurity

As Sokolov noted, the issue of cybersecurity is very important.

«Of course, as the car can collide with a person and a computer can hurt people in many different ways – that the leak of personal data, the disclosure of some secrets, and is deliberate theft. You know perfectly well that hurt with the help of computers is possible and every year that damage is everything bigger and better,» he explained.

«So, of course, information security is one aspect that is key in this story. That is, if it is not taken into account, it is good to get one only harm. And who knows what will outweigh the harm or benefit», — said the scientist.

According to him, to teach a man the basics of cybersecurity needs from childhood.

«How do we teach children that cross the street only on green light of a traffic light, you first need to look left, then look to the right, we put it even to school, because we understand that it must reach automaticity. This is also the issue of information security. Because many incidents are caused by simple negligence, ordinary negligence by us. We understand that we need to look to the left, but do not look, we understand that you need a password to do of the twelve, not three characters «123» but not doing, it’s hard. So, of course, the child need from a very young age to put these simple aspects, but they should reach automatism,» — said Sokolov.

He also noted that in the research centre «Informatics and management» ran a year and a half ago was created the Institute of educational Informatics research division, which aims to explore questions of computer science in school, not so much in high school as in elementary and secondary school. This Institute, according to him, will participate in the development of programs on cyber security together with the Ministry of education.

According to Sokolov, the work of this Institute will address and combat the so-called «groups of death» in social networks, encouraging kids to suicide.

«Believe me, in 90-e years already, and in the 2000s every time we’re talking about the same thing in our community that there is danger, great danger, and suicide, and extremism, and pornography – it’s all there (on the Internet), but the kom is growing, and now the government has realized the depth of this problem», — he said.

International cooperation

As described Sokolov, international cooperation center for digital Informatics in fact already begun. So in November 2017 under the auspices of Moscow state University held a conference on transport logistics issues.

«This is one of the serious problems of digitalization of Railways, other transport systems — cars, planes — anything. Really serious problem (discusses) and international community of scientific, technical, professional, transportation is very active. Here is transport logistics — a really big problem, believe me» — he said.

Consent to participate in the conference have already given two countries – Germany and China. The conference will be held in the Russian Academy of Sciences.
