The Secretary General of the Council of Europe thorbjørn Jagland stated that he had not received from Russia notifications of the intention to reduce its contribution. He refrained from answering the question of whether the intention of the Russian side to reduce the contribution to lead to its exclusion from the Council of Europe.

During the session one of the MPs asked on behalf of the European conservatives, «was received by the Secretary the full amount of the contribution of the Russian Federation, and if not, what measures are planned against Russia and this may lead to the exclusion of Russia from the Council of Europe?»

«I have not received notification from the Russian authorities on this issue. I have seen reports in the press, from sources in the state Duma, the Federation Council, but I’m from Russian sources, the Russian authorities have received nothing,» said Jagland.

«The Russian Federation, as always, has made the first part of his contribution to the budget of the Council of Europe,» he said. «The full contribution must be paid at the end of the month. Then we will know what the picture», — said the Secretary General of the Council of Europe.

In early June, the speaker of the state Duma Vyacheslav Volodin has informed that Moscow will not list a third of its total contribution for the year 2017 in the amount of 11 million euros to the Council of Europe, including spending on PACE. Russia is one of the major contributors to the budget of the Council of Europe, along with France, Britain, Germany, Italy and more recently Turkey. The contribution of Russia in 2017 amounted to over 33 million euros (a little over 7% of the total budget). Since 2012, the European Council adopted a programme and budget for two years. The total budget of the organization for 2017 is 454,5 million euros. According to RIA Novosti, on PACE to account for approximately 3-4% of the contribution to the Council of Europe.

According to article 10 of the financial regulations of the Council of Europe, «each country must pay at least one third of its obligatory contribution in the first two months of the year.» The remainder of the Deposit must be paid at the end of six months. The Committee of Ministers will be given a list of those member countries that had not paid the fee in time. After six months on the outstanding balance of the Deposit accrue interest of 0.5% per month for the next six months and 1% per month thereafter.
