The relevant Committee of Federation Council on constitutional legislation recommended on Tuesday the senators to support the meeting on 28 June the law on creation in Russia of registry officials, law enforcement officers and servicemen, dismissed in connection with loss of trust for corruption.

In mid-June, the Federation Council postponed consideration of this issue prior to the preparation of the government decree, which is clearly spelled out the procedure for maintaining the registry and delisting information, including if the court took the side of civil servant and considered for inclusion in the register illegal. As noted by the then speaker Valentina Matviyenko, the law infringes on the constitutional rights of citizens, which must be followed in full.

The law provides for the establishment of a register, which will contain information about the application to the face of the sanction of dismissal in connection with loss of trust for Commission of a corruption offense, with the exception of information constituting a state secret.

It can get dismissed employees of the Prosecutor’s office, Investigative Committee, Federal security service, internal Affairs bodies, customs authority, military, civil and municipal servants, persons replacing the state posts of the Russian Federation, subject of the Russian Federation and municipal office, employees of the Central Bank, officials of state corporations, Pension Fund, social insurance Fund and Federal compulsory medical insurance Fund. The obligation of including dismissed for corruption officer in the registry will fall on his employer.

The registry corrupt officials will be placed in the state information system in the field of civil service in the Internet.

The law should enter into force on 1 January 2018.
