Russian Prosecutor General Yury Chaika during the joint Collegium with the Ministry for development of Russian Far East to protect the rights of investors in the far Eastern Federal district told about the problems in the implementation of investment projects in the region.

«The practice of prosecutorial supervision assures in certain problems, the solution of which requires additional efforts and concerted action. Late improving the regional legal and regulatory framework… Often prosecutors revealed contradictions in the administrative regulations on the provision of public services in urban development», — said Chaika.

According to him, in some subjects has not yet adopted legal acts on the procedure for the conclusion of a special investment contract in the industrial sector and provision of investments for capital construction at the expense of the regional budget (in the Kamchatka territory, Amur and Sakhalin regions).

He also drew attention to the «shortcomings in strategic planning, which impede accelerated development of the Far East». As told by the attorney General, for example, in Primorsky region, no investment project included in the register, receives no government support measures (in the Khabarovsk region, support is granted to only 35 projects out of 320).

Chaika noted that in almost all regions regulatory authorities violate the requirements for carrying out inspections of legal entities operating in the territories of priority development and free port of Vladivostok. According to him, in the Primorsky Krai, the representatives of Rospotrebnadzor, emergencies Ministry, the State labour Inspectorate checked the business without the consent of the Ministry and whatever was brought to administrative responsibility.

The attorney General also added that the problem of creating and bureaucratic obstacles in the provision of land, — the statement of the resident of free port of Vladivostok on the provision of land for creation of transport-logistics complex was seen six months, and the lease was sent to the investor during the inspection the Prosecutor General’s office. Chaika, among others, noted that the officials of the customs bodies unreasonably correct for the increase in the cost of goods that are imported businessmen to implement investment projects.

He noted that the size of the investment in the priority development territory and free port of Vladivostok is 14.5 billion rubles, on launched 35 new companies created more than 1.5 thousand jobs. «For the construction of transport and social infrastructure by the government is included in the list to receive the budget funds 14 large investment projects with a total investment volume of almost 300 billion rubles,» — said Chaika.
