Agreement on the delimitation of powers between Russia and Tatarstan, which expires in July, is to extend, it gives the region preference, but important for the stability and political image of the Republic, said one of the members of the development agreement, state Advisor to the President of Tatarstan on political issues in the years 1991-2008, Vice-President of the Academy of Sciences of Tatarstan Rafael Khakimov.

In February 1994 in Moscow was signed an agreement on the delimitation of jurisdiction subjects and mutual delegation of powers between bodies of state power of the Russian Federation and the Republic of Tatarstan. The document was signed by the then Russian President Boris Yeltsin and Tatarstan President Mintimer Shaimiev. For the Republic it was an event of great importance, which gave the experience of forming relations with the Federal centre in a brand new format.

The current agreement on the delimitation of powers was approved in July 2007 by the Federal act, which was signed by President of Russia Vladimir Putin. Currently, Tatarstan is the only region of Russia that has such a Treaty with the Russian Federation.

According to the agreement, the Republic, in particular, has the right to conduct international relations, to support the development of a unique national culture outside the region, to have a representation of Tatarstan in Moscow. The document formalizes the rules under which the Republic has two state languages — Russian and Tatar, a candidate for the position of head of the Republic should be fluent in both. In addition, the contract stipulates the right of citizens of the Republic have passport insert in Tatar.

«For the Republic’s image, of course, that political capital that we can negotiate with Moscow. Any preferences (economic — ed.) there. But the policy is that the image sometimes is more important than Finance, and big projects always require the intervention of policy. And we’re the first from the point of view of investment attractiveness, and the political position of the Republic of Tatarstan plays a role too,» said Khakimov.

In addition, according to experts, this agreement is an element of stability in the Republic and that the upcoming elections would be peaceful. «Many are watching the situation in Tatarstan, there is some concern. The population is afraid that I’ll get the name of the President, then will «crush» a Republic — why do you Republic. This point exists,» he explained.

Hakimov believes the chances of signing a new contract — 50 to 50. «Well, of course, we are proponents of federalism, and the contract is an element of federalism enshrined in the Constitution of the Russian Federation», — he stressed.

Name the highest officials of the Republic, according to physics, should remain present — the President of Tatarstan.

President of Tatarstan Rustam Minnikhanov has previously said that he sees nothing wrong with the existence of the contract on differentiation of subjects of conducting and powers between Russia and Tatarstan. In his opinion, the contract gives a good dynamics of development and increases the responsibility of the Republic to the Federal centre.

In April of this year, the delegates of the III Congress of the peoples of Tatarstan also expressed a belief in the positive role of the Treaty that contributed to the strengthening of friendship and cooperation between Nations, socio-economic and socio-political development of Tatarstan and the country as a whole. In connection with the expiration of the contract, the delegates, in its resolution proposed to entrust the state authorities of the Russian Federation and the Republic of Tatarstan to study the forms of resolving issues relating to separation of powers between the Federal center and Tatarstan.
