Approving a new package of sanctions, the White house declared Russia «full-fledged trade war» is no longer a hope for the improvement of relations between the two countries, said the Chairman of Russian government Dmitry Medvedev.

«The signing by US President of a new sanctions law against Russia creates several implications. First, the hope of improving our relations with the new American administration — the end. Second, Russia declared a full trade war. Thirdly, the administration trump has demonstrated the complete impotence, the most humiliating handing Executive powers to the Congress. This changes the balance of power in the political circles of the USA», — wrote the Prime Minister on his page in Facebook.

Medvedev also suggested that the sanctions imposed for decades, and «relations between Russia and the USA will be very difficult regardless of the composition of Congress or the identity of the President». However, he noted that anti-Russian hysteria has turned into a key part of U.S. domestic policy, and Washington has completely ignored the interests of the American business community.

«The American establishment completely outplayed trump. The President is not pleased by the new sanctions, but could not sign the law. New sanctions topic arose primarily as another way to put trump on the spot. Ahead of new approaches whose ultimate goal is his removal from power. Non-system player must be liquidated,» said Medvedev.

Nothing has changed

Press Secretary of the President of Russia Dmitry Peskov, commenting on a new package of sanctions, said that the signing of the law by Donald trump does not matter.

«This is not news. The fact that a bill has been passed, and with a signature or without the signature of the President (US) he would have become the law of the machine. That is, de facto it changes nothing,» he explained.

New sanctions and reacted to Russia’s permanent representative to the UN, Vasily Nebenzia. According to him, signed by the tramp law will not affect Moscow’s foreign policy. «Those who invented this bill, if they thought they could change our policy, they were wrong. History has many times confirmed this. They must perfectly understand that we cannot bend, we will not surrender,» said the Ambassador to reporters.

The foreign Ministry also said that the sanctions will not force Russia to give the West and to betray the national interests. «American fans of sanctions, plunging US in Russophobic hysteria, it’s time to get rid of illusions and to understand that no amount of threats and attempts to pressure Russia not to force to change their course or to give up its national interests», — stressed in the Department.

In the foreign Ministry noted that Moscow, as before, are ready to cooperate with the American side in the fields, «useful and international security». However, high-quality cooperation, according to diplomats, will be possible when Washington refuses perception of the world through the prism of «American exceptionalism».

The essence of the sanctions

On Wednesday, the President of the United States Donald trump signed a congressional bill to impose sanctions against Russia, Iran and North Korea. The document expands the number of sectoral restrictions, in particular, reduces the maximum term of financing of Russian banks and 14 days, and oil and gas companies, up to 60 days (now 30 days and 90 days, respectively).

The act also corrects the list of deepwater and Arctic offshore oil and gas projects with hard to recover reserves, which will soon be prohibited from supplying equipment and technologies. In this document it is indicated that the United States will continue to oppose construction of the pipeline «Nord stream-2».

Trying to slow down the energy dialogue between Russia and the EU new sanctions raised eyebrows in Brussels. So, the foreign Minister of Germany, Sigmar Gabriel has repeatedly pointed out that the restrictions initiated by the American side, are interference in the sovereign policy of the European Union. In addition, the EU claimed that Washington’s actions are contrary to international law.

The financiers agree that the impact of the new U.S. law on the domestic economy will be negligible. «There are a number of sanctions, which toughen an order of financing of banks, impose additional restrictions on the energy sector. But, in principle, given the fact that already occurred in 2014, the new sanctions are not so terrible», — told RIA Novosti the analyst of Bank «URALSIB» Alexei Devyatov.

Bad law

Immediately after the signing of a new package of sanctions against Russia Donald trump criticized individual provisions of the approved document.

So, the White house noted that the law could have unintended consequences for «friends and allies» of the US, and will probably become a hindrance to American business.

In addition, he drew attention to the fact that the new sanctions could have a positive effect on relations between Russia, China and the DPRK. «By limiting the flexibility of Executive power, the law makes it difficult to conclude USA good deals for the people of America and even closer to China, Russia and North Korea,» — said in a statement issued by the press service of the White house.

Trump also stressed that he signed the document violates the «exclusive constitutional authority of the President» on certain issues. So, now Congress can intervene in the procedure of recognition of foreign governments. In addition, the obligations prescribed by law, «contrary to the exclusive constitutional right of the President to determine the time, scope and objectives of international negotiations.» According to trump, such restrictions are contrary to the decisions of the Supreme court of the United States.

«The administration anticipates that Congress will refrain from the use of this bad law to prevent our important work with European colleagues to resolve the conflict in Ukraine», — said the President of the United States.

However, he promised to «carefully and respectfully» consider the preferences of Congress and continue to act «in accordance with the constitutional powers of the President in the sphere of foreign Affairs».
