Russian President Vladimir Putin in Blagoveshchensk will hold a meeting on the implementation of major investment projects, and will also visit the construction site of the Amur gas processing plant and Nizhne-Bureiskaya hydroelectric power station, reported the press Secretary of the head of state, Dmitry Peskov.

«Will meet the head of state on the implementation of major investment projects in the far Eastern Federal district, of course, the envoy and Deputy Prime Minister (Yuri) accompany Trutnev», — said Peskov.

He also noted that on the territory of the Nizhne-Bureiskaya HPP in the presence of Putin will be a commissioning of three units.

At the Amur state President will familiarize with the information on the Amur plant and layout of the pipeline.

«Will (the head of «Gazprom» Alexei) Miller to give explanations,» — said Peskov.

After the visit to Blagoveshchensk, according to Peskov, Thursday late evening, the President will fly to Ulan-Ude, where he will be quite an ambitious work programme.

The Amur gas processing plant

The Amur gas processing plant (GPP) to become the largest in Russia and one of the world’s largest enterprises for processing of gas. The plant will be an important link in the technological chain of the future supply of natural gas to China through the pipeline «Power of Siberia». The composition of the GEA will also include the world’s largest helium production.

The design capacity of the Amur gas processing plant will amount to 42 billion cubic meters per year. For comparison, in 2016 the volume of processing of natural gas all existing gas processing plants in Russia amounted to 74 billion cubic meters. Thus, with the release of the Amur gas processing plant to design capacity, processing of natural gas in the country will grow by more than 50%, according to the materials for Putin’s trip.

The GEA will come multicomponent gas from the Yakutia and Irkutsk gas production centers, which are created by Gazprom within the Eastern gas program. The plant of gas will be allocated ethane, propane, butane, pentane-hexane fraction and the valuable components for the petrochemical and other industries. In the framework of the project will be built six production lines with a capacity of 7 billion cubic meters of gas, every line is, in fact, independent gas processing complex. In the first phase will have two production lines.

Nizhne-Bureyskaya HPP

Nizhne-Bureyskaya HPP construction on the river Bureya in the Amur region. The station is located downstream powerful the Bureya hydroelectric power station and serves as its territory, ie aligns uneven flow of water. The power station will be directed to the energy system of the Far East to supply both existing and prospective consumers, such as the Vostochny cosmodrome, transport infrastructure (particularly the gas pipeline «Power of Siberia»), construction of gas processing complex of mining operations, stated in the information materials to the working visit of Putin.

The construction of the station, which is one of the priorities of the investment program of RusHydro, is rapidly. In April 2016, were blocked by the Bureya river, in March 2017 started filling the reservoir. To date, the construction of the station is nearing completion. The generating units are mounted and ready to start.

The project capacity of the Nizhne-Bureyskaya HPP is 320 MW (this is the most powerful HPP of Russia from those, the construction of which began in the post-Soviet period), average annual production is 1.67 billion kWh.h.

It is noted that the purpose of the construction kontrrevolyutsiei HPP — prevention of significant fluctuations in the levels in the river caused by the change of quantity of discharged water.

New HPP will have some flood control value, allowing you to smooth out peaks in discharges from the Bureya reservoir. Lower-Bureisk water reservoir will play an important role in preventing winter flooding of settlements, which will allow you to use the regulating capabilities of the Bureya hydroelectric power station without restrictions.

After the catastrophic floods of 2013, the station project was revised to increase the useful capacity of the reservoir.

Mechanisms of development and prospects

New mechanisms of development of the Far East — TOR, a Free port — which provide the investor with favorable conditions not only give impetus to the development of business and creation of high-tech industries in the region, but also provide a chance of far Eastern goods to become competitive in the markets of the Asia-Pacific region, experts say.

In their opinion, demand in Asia-Pacific countries will benefit not only hydrocarbons, timber and fish, but also services in the field of transport logistics, space exploration and high technology. In addition, the far East may be the beginning of integration for the Asia-Pacific region in the field of culture.

Another project, whose products will be in demand in the Asia Pacific region is the construction of a pulp and paper mill in Amursk. To implement his plans, a Chinese company, China Paper Corporation, together the «RFP Group», invested more than $ 1 billion. Prospects to occupy a niche in the markets of Asia have organic vegetables Japanese company JGC Evergreen, who built the greenhouse in TOR «Khabarovsk»; manufacturers of products for the aviation industry from the top «Komsomolsk»; fish processing plants in the created THOR, «Nikolaevsk». Khabarovsk airport after modernization could export services and take on some of the traffic, Asia-Pacific region.

The authorities have adopted and plan to adopt a number of solutions for business development and investment in the region. In particular, a decision was made about reducing electricity tariffs in DFO. Together with the Ministry of economic development RF Ministry of Far East development is working on a special regime of control and supervision that minimizes the risk factors associated with the activities of Supervisory authorities.

It is assumed that the island Russian can become the incubator of high-tech products.

In addition, there is an active cooperation with neighbouring States in the Asia Pacific region. In particular, the Amur region today exports to China soybean oil, flour, honey, sugar, and dairy products. China is the leading partner of the region in foreign trade. The competitiveness of products from the Amur region provides a geographical position and convenient logistics — Blagoveshchensk and Heihe, Heilongjiang province is separated only by the Amur river. In 2019, needs to be put into operation the bridge Blagoveshchensk-Heihe across the river.
