The value of the contract on differentiation of subjects of conducting and powers between bodies of state power of the Russian Federation and Tatarstan has been growing, the Federal center and the Republic it is necessary to discuss and resolve legal issues arising in connection with the termination of the term of the contract, said the state adviser of Tatarstan, first President of the Republic Mintimer Shaimiev.

«Over time, the country’s leaders, politicians, scientists estimate, the prisoner in 1994 the contract on differentiation of subjects of conducting and mutual delegation of powers between public authorities of the Russian Federation and bodies of state power of the Republic of Tatarstan as one of the important factors of preserving the integrity of the Russian state. The value of this contract is becoming more and more,» — said Shaimiev, speaking at the Congress of world Congress of Tatars.

According to Shaimiev, the conclusion in the 1990-ies of the Treaty between the Federation and the Republic was «akin to the wonderful bridge over hell». Over the years, he said, many of the economic issues contained in the first contract, managed to solve with joint efforts, so the 2007 agreement had already contained more legal issues, in particular related to the fact that the Constitution of Tatarstan was adopted a year before the Russian Constitution. These questions persist today.

Therefore, according to Shaimiev, should work together with the Federal centre «to discuss these complex legal issues» and to make joint decisions for the further effective development.

«I hope we find a common language with the leadership of our country. Even during the most difficult periods we have expressed our commitment to the economic strengthening of the Russian Federation, and we proved it with their work», — stressed the state adviser of Tatarstan, adding that unlike many abroad, Tatarstan always wanted to see Russia a strong, powerful Federal government.

In February 1994 in Moscow was signed an agreement on the delimitation of jurisdiction subjects and mutual delegation of powers between bodies of state power of the Russian Federation and the Republic of Tatarstan. The document was signed by Russian President Boris Yeltsin and Tatarstan President Mintimer Shaimiev. Agreement on the delimitation of powers in the new edition was approved in July 2007 by the Federal act, which was signed by President of Russia Vladimir Putin and has acted in over 10 years. So far Tatarstan was the only subject of the Russian Federation, having such a Treaty with the Russian Federation. Currently, the contract is not renewed.

According to the agreement, the Republic in particular had the right to conduct international relations, to support the development of a unique national culture outside the region, to have a representation of Tatarstan in Moscow. The document included rules under which the Republic has two state languages — Russian and Tatar, a candidate for the post of regional head should possess both. In addition, the contract stipulates the right of citizens of the Republic have passport insert in Tatar.

Deputies of the state Council of Tatarstan at session of regional Parliament on July 11 unanimously adopted an appeal to the President of the Russian Federation, in which he proposed to establish a special Commission for the settlement of legal issues in the framework of relations with the Federal center and requested to keep the name of the highest officials of the Republic.
