The head of the CEC of Russia Ella Pamfilova has declared that considers criminal penalties for election fraud too cruel, for such violations could be punished more strictly.

«No, I do not. All forgers should be punished,» — said Pamfilova, answering a question of one of participants of the forum «Territory meanings on the Klyazma» about whether she thought the punishment under article 142.2 of the criminal code is too severe.

In late July President Vladimir Putin signed a law that introduces criminal liability up to five years in prison for illegally issuing and receiving ballots for other voters or multiple voting.
