Proposed in 2008 by the President of Russia Dmitry Medvedev the idea of a Confederation of Abkhazia and South Ossetia, which in the future would be joined Gruziya, torpedoed President Mikhail Saakshvili, after which Russia had to recognize two of the new Republic, believes the expert of the Russian Institute of strategic studies Konstantin Tasits. Before the transformation of Georgia into a Confederation was a viable idea, he said.

Earlier, the former head of the Abkhazian foreign Minister Sergei Shamba told RIA Novosti that in 2008 Russia before the recognition of independence of Abkhazia and South Ossetia were asked to consider the project of creation of a confederal Union between the two republics with the possibility of accession of Georgia. According to him, Abkhazian and South Ossetian parties came to the conclusion that it is unacceptable, what Shamba said the Russian foreign Ministry.

«(Interrupting. — Approx. ed.) the position of the Georgian side, her excessive demands, which did not go to the federalization. It is known that Abkhazian leaders said they agree on the Federal structure of the extended autonomy within the Georgian state. But at the time Georgia was not ready to make such concessions,» reminded Tasits.

According to him, the idea of Confederation «torpedoed Mikhail Saakashvili himself». The expert recalled that the settlement plan signed by Medvedev and his French counterpart, Nicolas Sarkozy, was the sixth paragraph: «opening of international discussions on the future status of South Ossetia and Abkhazia.»

«Saakashvili (sixth paragraph. — Approx. ed.) struck out, changed wording, changed it to «the establishment of international guarantees to ensure stability and security in Abkhazia and South Ossetia». That is, it is in principle rejected the discussion of complex structures (structure of the country. — Approx. ed.),» said Tasits.

According to him, in that situation, Saakashvili «could not leave Russia’s choice, in order to guarantee security, to create a legal field» so that «Russia was forced to go to confession,» the two republics.

«In the current situation where these republics recognized by Russia, have the opportunity to build their state institutions, their interest in improving relations with Georgia even less. If we now talk about some interaction (Abkhazia, South Ossetia and Georgia), now it should be even weaker than the Confederacy. It is difficult to say whether there are examples in international relations», — said the expert.

Georgia on the night of 8 August 2008 fired from rocket launchers «Grad» South Ossetia, Georgian forces attacked the Republic and destroyed part of its capital Tskhinvali. Russia, protecting inhabitants of South Ossetia, many of whom took Russian citizenship, sent troops into the Republic and after five days of fighting ousted Georgian troops from the region. Moscow recognized the sovereignty of South Ossetia and Abkhazia, has long sought independence on 26 August 2008. In response, Georgia broke off diplomatic relations with Russia.
