Working group to monitor electoral rights of citizens of the Public chamber (OP) of the Russian Federation proposes to amend the law to Federal and regional public chambers could delegate observers to the sites, as do candidates and parties, said a member OP the Russian Federation, Director of Fund of research of problems of democracy Maxim Grigoriev.

«Our working group for the protection of electoral rights of citizens (created by regional chambers — ed.) has repeatedly appealed to us with a proposal to change the electoral legislation in terms of giving members of the regional public chambers and the Federal chamber of Public rights similar to the rights of the observers from the candidates,» — said Grigoriev at a press conference on Friday.

«We will appeal to the State Duma to amend the law,» he added.

Grigoriev said that in the near future, the working group on monitoring of the electoral rights of citizens of the Public chamber will ask Secretary of public chamber Valery Fadeev to bring this issue to the discussion of all members of the house and then officially forward the proposal of the public men in the state Duma.

He also expressed hope that this proposal will support the CEC Chairman, Ella Pamfilova. «She has repeatedly said that the public should have full rights to observe the elections», — said Grigoriev.

In turn, the member of the presidential Council for human rights Alexander Brod noted that it would be appropriate to confer the same powers of the members of the HRC. The human rights activist believes that these changes will strengthen public control over the elections, which will positively affect the turnout.

«I believe that delegate their representatives to the observers may and the Council on human rights under the President of the Russian Federation… It will only strengthen the instruments of public control», — said Ford at a press conference.

He reiterated that the right to be observers there are, or have candidates or representatives of political parties. «If public men act from the starting of these instances, it is likely to suspect them in some kind of bias, we therefore propose that the community members were independent and acted from the point of view of the legislation», — said Brod.

The human rights activist believes that the delegate candidates in the observers should not only governmental organizations. The main criterion, in his opinion, should be the experience and impartiality of a potential candidate.

The conference noted that the initiative will not affect the upcoming elections on September 10.
