Russia is far behind developed countries in productivity, the authorities intend to adopt a number of support measures for companies and citizens working to provide the figure, said Prime Minister Dmitry Medvedev at session of Presidium of the presidential Council of the Russian Federation for strategic development and priority projects.

«Unfortunately, our country is far behind on this indicator (productivity — ed.) developed countries,» Medvedev said. «The paradox is that our citizens do not work less, and even more, on the average it turns out about two thousand hours vs approximately 1.75 thousand hours in OECD countries. That is, we put a lot of effort, time, and the output results are very average», he added.

The Prime Minister noted that this situation, in particular, due to a lack of competition in the economy and technological backwardness in some industries. Among the factors hindering labour productivity in Russia — a lack of investment, inadequate legislation and many administrative barriers.

«At the Federal level deals with the formation of packages of special measures for working people and companies. We are talking about tax incentives, and optimizing HR administration. Separately we are talking about supporting self-employed people and labour mobility», — said Medvedev.

«By the end of 2017-2018, we’ll see how you can improve and labour legislation», — he added. The Prime Minister also noted that Russia will develop the regional program of improving labour productivity, employment support. The Prime Minister urged local authorities to assist in the manpower released as a result of modernization of enterprises employees.

«Employment service, local authorities should be prepared for such a development, in time to organize and re-qualification courses, to actively help in the job search,» — said Medvedev.
