Licensing by public transport more than eight people will improve road safety; the requirements of carriers, would reduce the number of accidents, said Prime Minister Dmitry Medvedev at a government meeting.

Government Commission on legislative activities previously approved the project, return the duty of licensing by public transport more than eight people. As noted in the help document, the bill aimed at combating the illegal regular transport of passengers performed by legal entities and individual entrepreneurs under the form of customized for their own needs.

«Another issue concerns the safety of passenger transport. We are talking about cars that are equipped for transportations more than eight people: these are the buses, minibuses, and urban ground electrical transport. Now, to deal with regular traffic, you need to obtain a license, and the activities of entrepreneurs, which at the same time carry passengers in the order is of a notifying character, and some employers, in fact, engaged in regular traffic under the guise of custom. This is absolutely unacceptable,» Medvedev said on Thursday.

He stressed that licensing is a «one of the ways to increase the level of safety on our roads».

«Requirements that apply to carriers, should help to reduce the number of road accidents for road users and regularly, and most of these custom routes. Therefore, the Ministry of transport has prepared a document that obliges transport workers to obtain a license in all cases when they transport people and baggage by motor transport», — explained the meaning of the bill the Prime Minister.

But in this system, there are some backwards – from the point of view of approaches to licensing, said Medvedev, but «when it comes to security, it is still more important.»

Previously, the introduction of the bill to the government, said the Minister Maxim Sokolov at the meeting of Russian President Vladimir Putin with government members. Deputy head of Ministry of transport Nikolay Asaul in June said that the Ministry proposes to return the licensing of all bus transportation that was previously cancelled. He noted that the state Duma can approve the corresponding changes in the autumn session.
