The Russian government on Thursday approved the draft state program on socio-economic development of the Arctic zone of the country until 2025.

During the meeting the head of the Ministry Maxim Oreshkin said that the draft program contains a range of measures for the development of the region in the years 2018-2025. «First of all — is to ensure environmental and national security, the development of mineral resources, development of navigation and research activities in the Arctic», he said.

According to the Minister, the implementation of the state program will be held in two stages and in three directions. «The initial phase is scheduled for 2018 to 2020, its implementation must be included in the budget of 12 billion rubles for the next three years. The final stage will extend from 2021 to 2025 and will require a budget of 58 billion rubles of civilian agencies,» — said Oreshkin. He later said that the second phase will invest about 150 billion rubles, including funds through the Ministry of defence.

Among the activities planned 2020 launch of a floating Observatory «North-zone», activities for the development of Arctic shipping, the creation of a unified information and telecommunications systems of the transport complex development of mineral resources, including on the continental shelf. «Our goal is to fully exploit the potential of the Northern sea route and the adjacent Arctic river routes for domestic and international trade,» said the Minister.

Deputy Prime Minister Dmitry Rogozin, in turn, noted that «all the parameters of the proposed document is approved».

«Let’s support. Because the program is really necessary, and for a long time she remained without funding. Now we decide to start full work on this program. Agreed, thank you,» concluded the Prime Minister of the Russian Federation Dmitry Medvedev.
